This is the first bulletin for the 18th International Conference on High Energy Accelerators (HEACC 2001), which will be held at EPOCHAL TSUKUBA International Congress Center, Tsukuba from March 26 through 30, 2001. The conferences of this series have been held every 3 years since 1950, with the last one, the 17th HEACC'98 at Dubna to discuss present and future high energy accelerators for high energy physics.

This conference is organized under the auspices of ICFA (International Committee for Future Accelerators) by KEK and is sponsored by SOKENDAI (the Graduate University for Advanced Studies) and the Foundation for High Energy Accelerator Science in Japan.

In obedience to the HEACC organization rules recomended by in the ICFA ad-hoc Committee on HEACC, the HEACC2001 will be a relatively small conference with not much more than 200 participants. The Participation in the Conference is by invitation only, but there will be an open call for abstracts and the programme committee will decide the invitations on the basis of the abstracts or on recommendation from its members and/or the laboratories.
